There has always been collaboration in this space, but this has become more pronounced recently, with hackers looking to purchase malware, credentials and other resources from illicit forums to enhance their own attacks, with these resources often being cheaper and easier to access than to develop in-house.
This enables state-sponsored hacking to “blend in” with other financially-motivated operations, thus attracting less attention.
The countries where this is most prominent are said to be Russia, China and Iran.
