Summary

One can create bootable media using Rufus to clean-install Windows or even perform an upgrade. But reinstalling Windows is not always the answer because that involves formatting your primary drive, which deletes all of your data. Sometimes, I need to boot into a working environment so I can safely copy important data before the drive is formatted. Other times, I want to fix a damaged partition to recover the data when the usual recovery tools can’t even read the drive. That’s why I created a multipurpose recovery USB with Ventoy, loaded with tools like Hiren’s BootCD PE, Rescuezilla, SystemRescue, and more. These tools can save any Windows computer when it fails to boot, and you need to rescue your data before a reinstall. I started with Ventoy A single USB drive that boots multiple ISOs without reformatting To build my Windows recovery USB, I use Ventoy because it lets you store and boot multiple ISOs, distros, and recovery tools from a single drive. With something like Rufus, you’d have to reformat the USB every time you want to switch between a Windows installer and a recovery tool. Ventoy is purpose-built to fix this very problem. Setting it up is also comparatively easier than Rufus. Download the ZIP file from the official website, unzip the folder, and run Ventoy2Disk.exe as administrator. Connect at least a 16 GB drive to your PC and make sure anything important on it is backed up. If you have a 32 GB USB flash drive to spare, that’s even better. In the Ventoy dialog, select the USB drive under Device and click Install. Click Yes twice to accept the warning that the drive will be formatted and any data on it will be permanently erased. After the installation finishes, the USB drive shows up as a regular drive in File Explorer. From there, I drag and drop ISO files onto the drive. I keep multiple versions of Windows 11 ISOs along with my favorite recovery tools neatly organized in folders, so they appear sorted in the boot menu. Windows 11 ISOs The first thing that goes into the recovery drive Windows ISOs are the first thing that go onto my Ventoy bootable drive, and I keep updating the drive with the latest release as they become available. You can use the Windows ISO to reinstall the OS, repair the computer using built-in recovery options, as well as upgrade it, so having one on the drive is always handy. To get the ISO, head to the Windows 11 ISO download page, scroll down to the Download Windows 11 Disk Image (ISO) section, select your edition and language, and save the file to your PC. Once downloaded, drag and drop it into the Ventoy drive. You don’t need to burn or flash it; Ventoy handles the booting part for you. Hiren’s BootCD PE A multipurpose Windows boot environment packed with recovery tools Hiren’s BootCD PE is a Swiss Army knife for broken Windows PCs. When Windows fails to boot due to corrupted files, you’ve forgotten your password and are locked out, the PC is infected with malware, or the storage drive is acting up, Hiren’s BootCD PE has over 60 diagnostic and recovery tools to help you fix the computer. It’s a Windows PE-based recovery environment that lets you boot into a familiar Windows desktop, complete with File Explorer, networking, and a full suite of tools, all from a USB drive. For instance, NT Password Edit and Windows Login Unlocker let you reset a local Windows password so you can log in again. Similarly, ESET Online Scanner or Stinger let you remove malware from a drive without triggering its defenses. You can also rescue your data from a dying hard drive and use tools like Recuva or PhotoRec to pull files into another drive. PhoenixPE is another popular choice with even more tools, but you need to build its app library manually, which makes it less convenient for most people. SystemRescue A Linux-based toolkit for repairing damaged partitions and filesystems Your data on a storage drive sits behind two layers. First is the partition table, which records where each partition starts and ends. The second is the filesystem metadata, which does the same but for individual files. If either one gets damaged, Windows loses the map and fails to show the drive in the list, or shows it as RAW, even though the data itself is untouched. When this happens, Windows prompts you with a “you need to format this disk” message, and formatting means permanent data loss. SystemRescue ships with multiple tools to handle exactly this situation:

  • TestDisk 7.2 can fix a partition table, recover a deleted partition, rebuild an NTFS boot sector, or restore it from its backup copy. It can also find lost partitions across multiple formats, including NTFS, FAT, exFAT, ext4, and Btrfs.
  • gptfdisk can repair damaged GPT headers from the backup copy stored on the disk.
  • ddrescue makes a sector-level copy of a failing drive, so you can work on the copy instead of stressing the original.
  • PhotoRec, foremost, and sleuthkit can carve out files by signature from a system that’s beyond repair.
  • dislocker can open BitLocker-encrypted volumes, which often show up as RAW due to the encryption layer. To use SystemRescue, boot from the Ventoy drive and select the SystemRescue ISO from the menu. Once it loads, you get a Linux desktop with all these tools ready to go. Open a terminal and run the tool you need. For example, type testdisk to launch TestDisk and follow the on-screen prompts to analyze and repair your partitions. Rescuezilla A simple disk cloning and imaging tool with a clean interface Rescuezilla is a free disk cloning and imaging utility that boots as a live USB. Since Hiren’s BootCD PE already has a couple of data backup utilities, why add another dedicated backup tool to the rescue drive? Because Rescuezilla is purpose-built for full disk imaging with a simple, point-and-click UI. All you have to do is click Backup and then Restore to move your data to a new drive. When the PC won’t boot, you can quickly restore an existing image or clone the drive to rescue the data. It’s also useful for disk cloning when you’re swapping from an old HDD to a new SSD, though most SSD manufacturers offer their own cloning tools for free. Where Rescuezilla shines is its simplicity. You don’t need to know terminal commands or navigate complicated menus. It walks you through every step, making it easy when you’re stressed about a failing drive and just want your data back. Recovery before reinstall Reinstalling Windows seems like an obvious move when your PC refuses to boot, or you’re locked out. But reinstalling also erases all your data in the primary partition permanently. A Ventoy drive with these tools takes about 15 minutes to build, but once it’s ready, it can save you the hassle of setting up your PC from scratch and, more importantly, the pain of losing your data. That said, don’t assume your rescue media will work when you need it. Test it every couple of months to make sure everything boots and runs as expected.
